Higg FEM Reporting for Bangladesh Factories
The Higg Facility Environmental Module is the environmental self-assessment most EU and US brands already require from their suppliers. This guide explains what it measures, how the annual cycle works after the November 2025 update, what verification involves — and why a factory that reports FEM well has most of the environmental data for an EU Digital Product Passport already in hand.

Seven sections, three levels
Every section is scored 0–100 and the levels build on each other: you cannot earn Level 2 points in a section until every Level 1 question there is complete.
| Section | What it asks for | Bangladesh reality check | Feeds passport field |
|---|---|---|---|
| Environmental Management System | Permits, a named environmental lead, an environmental strategy, tracked KPIs. | Department of Environment (DoE) clearance and renewal dates are the first thing a verifier checks. Keep them current. | Governance evidence; facility identifier record |
| Energy Use & GHG Emissions | All energy sources by meter — grid electricity, natural gas, diesel, captive generation — for the calendar year; Scope 1 and 2 emissions; reduction targets. | Most factories run gas boilers and diesel generators alongside the grid. Log each source separately; a single “electricity bill” number fails validation. | Product carbon footprint (ISO 14067 / PEF) |
| Water Use | Total withdrawal by source, sub-metered by process where possible; targets and reductions. | Groundwater abstraction dominates. A sub-meter on dyeing and washing pays for itself in FEM points alone. | Water consumption parameter |
| Wastewater | ETP operation, discharge testing against permit limits, sludge handling, ZDHC Wastewater Guidelines conformance for wet processors. | pH, COD, BOD monthly at minimum; keep every lab report. ZDHC wastewater testing is increasingly asked for by EU brands. | Environmental compliance evidence |
| Air Emissions | Boiler and generator stack emissions, refrigerants, process emissions. | Rarely measured in Bangladesh outside large groups. Level 1 only needs an inventory of sources — start there. | Environmental parameters |
| Waste | Hazardous and non-hazardous waste by stream, disposal method, licensed contractors. | Fabric cutting waste (jhut) is the big stream. Weigh it, record the buyer, and you unlock circularity claims later. | Recycled-content and end-of-life information |
| Chemical Management | Chemical inventory, MRSL conformance (ZDHC), storage and handling, RSL testing. | Wet-process factories: a complete inventory with SDS and ZDHC Gateway levels is the single most valuable document you can build this year. | Substances-of-concern disclosure (ESPR Art. 7(5), REACH Art. 33) |
When things happen
FEM reports the previous calendar year. The 2025 update changed the rhythm; these are the dates to plan around.
What a verifier actually checks
Verification (vFEM) is an Approved Verifier Body confirming that your self-assessment answers are supported by evidence. It can be on-site or off-site; for a first verification, expect on-site. The verifier walks the facility, reads the permits, samples meter readings against bills, opens the chemical store and asks to see the ETP log. Answers you cannot evidence are changed to “No” and the section score drops — which is why a verified score is usually lower than the self-assessed one, and why brands trust it more.
The practical rule for Bangladesh factories: every “Yes” in the self-assessment should point to a dated document a stranger can find in under a minute. Utility bills by month, DoE clearance with renewal date, a chemical inventory with SDS for each product, monthly ETP test reports, waste contractor licences. If the evidence lives in someone’s inbox, the verifier will not see it.
Cascale and Worldly have tightened data validation on the platform since 2024 — impossible ratios (energy per unit that swings tenfold between years, water withdrawal below what the process needs) are flagged before a verifier ever arrives. Treat a validation flag as a free pre-audit.
One data programme, two outputs
The EU Digital Product Passport does not ask for a Higg score. It asks for the numbers a good FEM already contains.
Buyer scorecards and sourcing dashboards will keep asking for the FEM score for years. The passport is different: it is a legal document attached to the product, read by customs, market-surveillance authorities and consumers. A factory that runs FEM as a box-ticking exercise in April and forgets it until the next November will struggle with both. A factory that logs energy, water and chemicals monthly will find FEM takes a week and the passport data is already there.
DPPLive’s carbon calculator takes the annual utility figures you already report in Higg FEM and turns them into a per-garment footprint with the Bangladesh grid factor built in. See where you stand first — the free assessment scores your environmental data alongside the rest of the ESPR checklist.
