Global Scope, Explained

Is the Digital Product Passport Only for the EU?

The legal obligation is EU-only: the Digital Product Passport exists in EU law — ESPR Regulation (EU) 2024/1781 — and binds products placed on the EU market, wherever they are made. No other jurisdiction has an equivalent mandatory, cross-sector regime as of mid-2026. But the direction is global: the UK, US, China, South Korea and Japan are all exploring product-data schemes, and exporters who build one EU-grade data pipeline are ready for every market that follows.

EU
The only binding regime
ESPR entered into force on 18 July 2024 and rolls out passports product-group by product-group through delegated acts — batteries first (18 February 2027, under their own regulation), textiles expected via the 2027 apparel delegated act. The DPP registry's legal go-live date is 19 July 2026.
Mandatory
UK
No domestic mandate
Post-Brexit, the UK is outside the ESPR and has announced no equivalent DPP law. UK sustainability policy (like extended producer responsibility for packaging) moves separately. UK-only sellers face no passport duty today.
Watching
US
No federal law — EU pull anyway
No federal DPP mandate exists. State-level product and textile initiatives move piecemeal. The practical force on US brands is their EU revenue: those products need full passports, so US buyers cascade data requirements to suppliers.
Market-driven
China
Pilots and platforms, no law
China runs state-administered traceability platforms and has published government-linked DPP research (CAICT, 2025), but no binding cross-sector passport law. For Chinese factories, the EU DPP is an export-compliance question.
Pilot stage
South Korea
Textile-fashion pilot
A government-supported 2025 initiative invited textile-fashion companies into DPP pilots — notable because it targets exactly the apparel sector — but Korea remains at pilot stage without a legal framework.

Japan & others
Policy exploration
Japan, Australia and several other economies are studying product-data schemes at varying stages of formalisation. Multiple jurisdictions are moving in the same direction; none has an ESPR-equivalent yet.
Exploring

The pattern for a garment exporter is simple: one market mandates, the rest converge. The EU writes the strictest product-data rules first; buyers globalise them through sourcing policies long before other parliaments act. Build the data pipeline once — composition, origin, substances, footprint, identifiers — and every future scheme becomes a formatting exercise, not a new project. That is the same logic behind our one-pipeline map of the four EU laws.

Quick Answers

Does the UK require a Digital Product Passport?
+
No. The UK is not subject to the ESPR and, as of mid-2026, has no domestic DPP mandate. UK-bound garments need no passport — but most exporters also sell into the EU, where the requirement is coming through delegated acts.
Does the United States have a DPP law?
+
There is no federal US DPP mandate. US brands selling into the EU must still comply for those products — which is why American buyers are already asking overseas suppliers for passport-ready data.
Does China have its own Digital Product Passport?
+
China has no binding DPP law comparable to the ESPR. Government-linked research (including a 2025 CAICT report on DPP technology) and state-run traceability platforms exist, and Chinese exporters treat the EU DPP as an export requirement.
Should an exporter build separate data systems per market?
+
No — build one product-data pipeline to the strictest standard (the EU's) and reuse it everywhere. Composition, origin, substances and footprint data collected once can serve EU passports today and any UK, US or Asian scheme that follows.
