DPP vs GPSR — What's the Difference?

Two regulations, two clocks. The General Product Safety Regulation (GPSR, (EU) 2023/988) has applied since 13 December 2024: every consumer product on the EU market — clothing included — must be safe, traceable and backed by a responsible economic operator in the EU. The Digital Product Passport (ESPR, (EU) 2024/1781) arrives per product group and carries sustainability and circularity data. A garment sold in Europe answers to both — from largely the same underlying product data.

Applies to consumer products placed on the EU market since 13 December 2024, replacing the 2001 safety directive. Core duties: only safe products; identification and traceability information; a responsible economic operator established in the EU; recall and accident-reporting readiness; marketplace cooperation.

A structured, scannable record — materials, substances, origin, circularity — mandated product-group by product-group under the ESPR: registry live from 19 July 2026, textiles via the delegated act expected 2027. It documents what a product is; GPSR governs whether it may be sold at all.

Same rails, different cargo
Both regimes run on product identification, operator identity and accessible information — the exact rails a passport formalises. The prudent build: one product-data layer carrying safety-relevant identification alongside sustainability fields, so each regime reads its own slice.
One data layer

For an exporter the practical split is timing: GPSR duties bind your EU buyers today — which is why responsible-person details, batch traceability and documentation requests already appear in vendor manuals — while DPP duties phase in from 2027–2030 for textiles. Factories that treat both as one data discipline (identify the product, name the operators, keep records retrievable) never have to choose which law to satisfy first.

Does the GPSR apply to clothing right now?

Will safety information end up inside the DPP?

The architectures point that way — both regimes rely on product identification, operator identity and accessible information — but as of mid-2026 no act merges them. Treat convergence as a design assumption, not a current rule.
