EN 1821x Explained: The European Standards Behind Every DPP

On 27 May 2026, CEN-CENELEC published the first six standards of the EN 1821x series — the technical backbone of the Digital Product Passport system. If ESPR says what a passport must contain, the EN 1821x series says how it must work technically.

The pieces that matter most to exporters

Unique identifiers (EN 18219) — how products, operators and facilities are identified. In practice this aligns with GS1 identifiers: GTIN-based product IDs resolved through GS1 Digital Link, which is why a scannable QR on a care label can open the passport.

Data carriers (EN 18220) — which carriers are acceptable (QR codes, Data Matrix, NFC), their durability and placement requirements. For garments, that effectively defines the woven or printed label rules.

Interoperability, APIs and data exchange — the remaining published parts cover system architecture: how a passport is fetched, how access rights differ for consumers, customs and recyclers, and how service providers exchange data.

What is still coming

Two further parts — including EN 18239 and EN 18246 — are due around September 2026. And importantly, none of the series is yet harmonised (cited in the Official Journal). Until harmonisation, following the standards gives presumption of good practice, not automatic legal conformity — but every serious DPP platform is building to them now, because the delegated acts will reference them.

What this means for a Bangladesh factory

You will not implement EN 1821x yourself — your DPP platform does. But when choosing a service provider, ask three questions: Are identifiers GS1/EN 18219 aligned? Do QR labels meet EN 18220 durability rules? Is the hosting architecture built for the EN 1821x access-rights model? If the answer to any is no, the passports may need re-issuing later.
