How to Choose a DPP Provider

Ten criteria that separate a compliant Digital Product Passport platform from an expensive liability — written for exporting factories, applicable to any vendor including us. Take this list into every demo call.

Legal standing: Article 2(32)
Can the vendor act as a recognised DPP Service Provider on your behalf — create, host and submit passports for the responsible economic operator? If they only make QR codes, they are a print shop, not a compliance partner.

Data ownership & exit
You own the data; the contract says so; and full JSON-LD export works today — not “on the roadmap”. No export = lock-in = your 10-year obligation is hostage to their survival.

Hosting & retention
EU data residency, stated uptime, and a written answer to “what happens to my passports if you shut down?” The obligation is product lifetime + 10 years — demand an escrow or registry-backed continuity plan.

Standards-native identifiers
GS1 Digital Link QR carriers, GTIN/UPID/EOID handling per ESPR Article 10(2), and interoperability with brand systems. Proprietary code formats fail the “open standards” requirement.

Registry submission
Will the platform lodge identifiers with the EU Central Registry (live 19 July 2026) automatically — or is that “your problem”? Ask to see the workflow.

Validation against the law
Fibre totals to 100%, CAS numbers present, SVHC screened against a current ECHA list (it changes twice a year), carbon method PEF-aligned. Ask when their rule set was last updated.

Update & versioning discipline
Published passports must be immutable with hashed versions (Article 9). If a vendor lets you silently edit a live DPP, that is an audit failure waiting for a market-surveillance scan.

Usability for your team
Merchandisers, not engineers, will fill DPPs. Local-language interface, AI extraction from tech packs/BOMs, and colourway cloning decide whether a DPP takes 3 minutes or an afternoon.

Access control
Public vs restricted data tiers with role-based access — your supply-chain detail visible to authorities and approved buyers only, never to competitors scanning a QR.

Transparent total cost
Per-month price, DPP volume limits, and what happens at renewal — in writing. Compare against the in-house alternative ($50k–200k build + maintenance) and against the deadline-rush premium of starting late.

Quick Answers

Should the brand or the factory choose the DPP provider?

Either can — ESPR only cares that a compliant passport exists. In practice, factories that bring their own service provider (permitted under Article 2(32)) keep data ownership, avoid per-brand duplication, and serve multiple buyers from one system. Brands increasingly accept factory-side passports because it removes work from their side.
Is an expensive enterprise platform safer than a SaaS tool?

Not inherently. Compliance quality depends on the checklist above — identifiers, hosting, retention, validation — not on price. Enterprise ERP-integrated deployments (typically $50,000–200,000) make sense for brands managing thousands of SKUs across categories; a factory needs the same legal guarantees at factory economics.
What is the single biggest red flag?

No data export. If you cannot download every passport as structured JSON-LD today, you are locked in — and if that vendor fails, your 10-year accessibility obligation fails with it. The second: a vendor who cannot explain where (which country) your data physically lives.
