On 20 July 2026 the European Commission launched its Central Digital Product Passport Registry, together with a testing environment — one day after the set-up deadline of 19 July 2026 written into ESPR Regulation (EU) 2024/1781, Article 13. Here is precisely what is live now, what it means for exporting factories, and what has not changed yet. The identifier backbone

The Registry is now storing unique identifiers — UPID, GTIN, EOID, facility IDs — and the pointers to where each passport is hosted. This is the lookup layer that customs and market-surveillance systems will query for every DPP-regulated product entering the EU.

From launch, the Registry is built to interconnect with the EU Single Window for customs — the plumbing that later lets an import declaration be checked against a registered passport automatically. The mechanism arrives before the obligation.

On 19 July 2026 — the registry deadline date — ESPR Article 25 activated: large enterprises may no longer destroy unsold apparel and footwear, and annual disclosure of discarded stock has begun. Two provisions in the same launch week — both aimed at textiles.

Garment passports become mandatory only after the Textile Delegated Act (expected late 2026 / early 2027) plus an 18–24 month transition — the 2028–2029 window. Nobody blocks your shipment on 20 July for lacking a DPP.

Regulation (EU) 2026/1778: How the Registry Operates

Three days before the launch deadline, the Commission adopted the registry's operating rules — Implementing Regulation (EU) 2026/1778 (16 July 2026, applying from 6 August 2026). The essentials:

eIDAS identity first

Only verified economic operators can register passports: companies via a qualified electronic seal (or a qualified attestation of attributes), sole traders via a qualified electronic signature under eIDAS. Verification lasts until the credential expires — no longer than three years.

Checks ≠ compliance

Registration at model, batch or item level triggers automated structural checks; Recital 16 is explicit these are not proof of compliance. Success produces a sealed proof of registration, downloadable for 90 calendar days.

Do I have to do anything now that the Registry is live?

For textiles, no legal action is due today — the deadline is the Commission's, not yours. But it is the ideal trigger to act commercially: buyers read the same news, and factories that respond with a working passport and a registry-ready identifier set in July 2026 are the ones quoted in sourcing reviews that autumn.

Can textile DPPs be registered from day one?

The Registry opened with the framework and identifier infrastructure; product-group onboarding follows each Delegated Act. Batteries (whose passports become mandatory 18 February 2027) lead the queue. Textile registration begins once the Textile Delegated Act (expected late 2026 / early 2027) plugs in — but the identifiers you prepare now (GTIN, EOID, UPID) are exactly what it will accept.
