How EU Customs Will Check DPPs
ESPR gives customs two tools: an automatic registry lookup (Article 13) at import declaration, and risk-based physical checks of the QR on the product. Here is the mechanism step by step — and the checklist that keeps your consignments out of trouble.

Step 1
Declaration is filed
Your buyer’s customs broker files the import declaration. Product identifiers in the declaration are matched electronically against the EU Central DPP Registry — no human in the loop for the first pass.
Step 2
Registry says yes / no
A valid match confirms a registered passport exists and resolves. A miss — wrong identifier, unregistered product, dead link — raises a flag. Under enforcement, flagged consignments can be held at the border until resolved (Article 74).
Step 3
Risk-based physical check
A fraction of consignments get physical inspection: officers scan the care-label QR and check the passport loads and matches the goods. Mismatched fibre content or a QR that resolves nowhere is treated like mislabelling today — hold, test, penalise.
Step 4
In-market surveillance
After import, national market surveillance authorities spot-check in stores and warehouses. They verify data accuracy, not just existence — a passport claiming organic cotton must survive a fibre test.

The DPP URL must load from EU networks for the product lifetime + 10 years. EU-resident hosting with uptime guarantees is the safe default.

Will every container be physically opened and scanned?

No. The systematic layer is the database check: consignment identifiers matched against the Registry electronically at declaration. Physical QR scanning is risk-based and random — the same way customs handles safety and labelling checks today. A clean registry record makes physical inspection less likely.
What documents should mention DPP identifiers?

Put the UPID/GTIN on the commercial invoice and packing list once your buyer requires DPPs, so the customs declaration and registry record match without manual reconciliation. Registry identifiers slot into existing EU customs data via the EU Single Window environment for customs.
Can a shipment be blocked in 2026 for having no DPP?

Not for textiles — enforcement for garments is expected 2028–2029, after the Textile Delegated Act plus transition. What can bite earlier is contractual: buyers writing DPP data into 2026–27 purchase orders and refusing shipment docs without it.
Who enforces DPP inside the EU market after import?

National market surveillance authorities (the same bodies enforcing product safety), coordinated through the EU's ICSMS system. They can scan QR codes in stores, test data accuracy, and order product withdrawals — with penalties set nationally under ESPR Article 74.
